It is the ecological reserve of La Jolla, California, closed?
I know it's in the ocean, but I'm not sure if it is attached to any fences or maintaining networks of marine life in and out of the reserve. I would take turns diving there. But it would be so funny if it was a confined space, to Knowing that animals are not able to come and go freely.
